In a significant move to combat Financial fraud and unauthorized SIM card sales, the Department of Telecommunications (DOT) has rolled out a fresh set of regulations. Although this initiative has been initiated two months behind schedule, it stands as a crucial step toward enhancing cybersecurity. The new rules, effective from December 1, 2023, carry penalties of up to 10 lakh rupees for non-compliance. Let’s see the key aspects of these regulations.
E-KYC Implementation For SIM
The introduction of mandatory Electronic Know Your Consumer (E-KYC) procedures signifies a pivotal change. Whether obtaining a new SIM card or swapping an existing one, E-KYC is now imperative. A mere photocopy of your ID proof will no longer suffice for obtaining a SIM card.
Bulk SIM Card Provision
Under the new regulations, an individual can acquire up to nine SIM cards per ID through proper E-KYC. For businesses, there is a provision for SIM cards in bulk issuance, aligning with the company’s details.

Dealer Verification
Perhaps the most crucial step is the mandatory verification of dealers. This measure gains significance considering the significant action taken in August, where Union Minister Ashwani Vaishnaw disclosed the blacklisting of over 67,000 mobile SIM card dealers and blocking of more than 65,000 WhatsApp accounts.
Starting from December 1, 2023, only authorized sim card dealers will be permitted to issue SIM cards. Telecom operators will grant franchises, followed by distributors and retailers. For Individual, issuing SIM cards will no longer be allowed.
Penalties for Unregistered Sales
Anyone found selling SIM cards without registration with a telecom operator may face penalties of up to 10 lakh rupees. This stringent measure aims to curb illegal SIM card transactions effectively.
